How hiring in Malta works
- Employer registration and vacancy. The employer registers with Jobsplus and advertises the vacancy so Maltese and EU/EEA candidates have the first opportunity. Jobsplus confirms the labour-market test when Identità refers the application.
- Sourcing and Skills Pass. We interview and test candidates in the source country. For hospitality roles the candidate completes Malta's Skills Pass — an online training and assessment — before the application goes in.
- Single-permit application. Filed with Identità with the employment contract, accommodation details, health insurance and the candidate's documents. Identità states applications may take up to four months across all stakeholders; we file complete applications to avoid requests for further information.
- Approval in principle, visa and arrival. On approval the worker obtains a national visa, travels, completes biometrics and receives the residence card. The worker may not start before the permit is issued.
- Retention. Malta's labour migration policy penalises employers with high early-termination rates of third-country nationals. Our candidate manager stays in contact through the first year to keep placements stable.
